0000688: Incorrect error message reported from pakfire functions.pl library

Description

If fetchfile() cannot create output to
$Conf::tmpdir/$bfile
then the write failure is logged as
DOWNLOAD ERROR: Could not open $Conf::cachedir/$bfile for writing.
at line 223

Which of course, points to the wrong location

Steps To Reproduce

Remove the directory /opt/pakfile/tmp and run a pakfire update.

Additional Information

This did NOT occur in the 'normal' course of running ipfire. I caused it myself. The only issue is that the error message is incorrect and took me a while to figure out what I had broken.
